注册监理工程师成绩合格标准 注册监理工程师成绩管理办法

2012年2月7日，《石油行业质量技术监督管理条例》（以下简称《条例》）经国务院批准施行，实施了监理工程师注册制度，要求全国石油行业监理工程师完成注册考核。

为了健全、加强监理工程师注册考核制度，根据《条例》及相关技术文件，结合监理工程师考核实际，制定本办法。

第一条 凡是参加石油行业的监理工程师注册考核的考生（以下简称考生），必须按照《条例》及本办法规定的时间注册。

第二条 考生考核成绩分两部分：一是知识考核；二是实践能力考核。

第三条 知识考核内容包括：

（一）监理工程师专业基础理论知识及实务，如石油行业、监理工程师职责范围、国际通用监理法规、行业质量标准、质量管理及技术管理、合同管理及索赔等；

（二）监理工程师专业工作形势及专业技术领域的知识；

（三）监理工程师专业知识关联学科的必修知识，如工程经济学、法律法规知识、内部管理知识等。

第四条 知识考核成绩计算：

（一）考核成绩总分100分，考试不得分数少于60分，不及格；

（二）成绩大于60分分为三等：80分以及以上者为优秀；70－79分者为合格；60－69分者及格；

（三）根据考试情况，少数专业者可以免考一门综合知识考核，但不得低于60分；

（四）考取的成绩是准确的，手工计算的结果可能存在偏差，但不影响其正确性。

第五条 实践能力考核内容包括：

（一）对煤炭项目考核监理工作知识；

（二）对油气项目考核监理工作知识；

（三）对机械项目考核监理工作知识；

（四）对石油行业、管线工程、非技术类考核知识，如法律法规、管理等；

（五）对重点项目考核知识，如采煤、抽油技术、钻采技术、管线技术等。

第六条 实践能力考核成绩计算：

（一）考核成绩总分100分，不得分数低于60分，不及格；

（二）成绩大于60分分为三等：80分以及以上者为优秀；70－79分者为合格；60－69分者及格；

（三）技术类项目每个项目不得低于60分；

（四）考试情况良好的专业者可以免考一门综合知识考核，但不可低于60分；

（五）考取的成绩是准确的，手工计算的结果可能存在偏差，但不影响其正确性。

第七条 考生可以根据自身实际情况择期参加知识考核或实践能力考核，但必须在石油行业监理工程师注册考试规定的期限内完成考核。

第八条 考生每次考核完成后，可以在石油行业监理工程师报名网站上查询考核成绩，并在考核结束后签署监理工程师录用协议书。

第九条 如果考生未能成功通过考核，或在考核期间发生任何不当行为，监理工程师报名机构可以取消其录用，同时保留追究其法律责任的权利。

考生可以在允许范围内，重新参加考核，或等待一定期限内重新报考条件成熟时，再次报名参加考核。

第十条 本办法自公布之日起施行。

Provisions on the Management of the Examination Results of Registered Supervision Engineers（Trial）

Implementation of the registration system for supervision engineers in the petroleum industry was carried out when Regulations of Quality and Technical Supervision for the Petroleum Industry was approved to promulgate from the State Council on February 7, 2012, which required all the supervision engineers in the petroleum industry to register for the examinations.

In order to improve and strengthen the registration system for the supervision engineers, this Provision was formulated according to Regulations of Quality and Technical Supervision for the Petroleum Industry and the relevant technical documents, and according to the actual condition of the registrations.

Article 1 Candidates of registrations for supervision engineers in the petroleum industry (hereinafter referred to as the Candidates) must be registered in accordance with the timing stipulated in Regulations of Quality and Technical Supervision for the Petroleum Industry and this Provision.

Article 2 Examination result of the Candidates shall be in two parts: one is the knowledge examination; the other is the practical ability examination.

Article 3 The content of the knowledge examination includes:

(1) Professional basic theory knowledge and practical work related to the supervision engineers, such as the petroleum industry, the scope of obligation of supervision engineers, international supervision rules and regulations, industry quality standard, quality and technology management, contract management and claim settlement;

(2) knowledge of the professional work situation and professional technical domain;

(3) Compulsory knowledge of the relevant discipline related to the professional knowledge of the supervision engineers, such as engineering economy, laws and regulations, and internal management knowledge, etc.

Article 4 Calculation of examination for the knowledge:

(1) The total examination is 100 points, and examination of less than 60 points shall cause failure;

(2) Examination points higher than 60 points shall be divided into three levels: 80 points or higher shall be excellent; 70-79 points shall be qualified; 60-69 points shall make it;

(3) A few majors may be waived of a comprehensive knowledge examination according to the performance, but no less than 60 points;

(4) The obtained result is accurate, and the result between paper calculation and manual calculation may have difference but not affecting the accuracy.

Article 5 The content of practical ability examination includes:

(1) Examination of knowledge related to the supervision work for coal project;

(2) Examination of knowledge related to the supervision work for oil and gas project;

(3) Examination of knowledge related to the supervision work for mechanical project;

(4) Examination of knowledge related to the petroleum industry and pipeline engineering, such as laws and regulations, management, etc.;

(5) Examination of knowledge related to the key projects, such as coal mining, pumping technology, drilling technology and pipeline technology, etc.

Article 6 Calculation of examination for the practical ability:

(1) The total examination is 100 points, and examination of less than 60 points shall cause failure;

(2) Examination points higher than 60 points shall be divided into three levels: 80 points or higher shall be excellent; 70-79 points shall be qualified; 60-69 points shall make it;

(3) Each technique project shall not be lower than 60 points;

(4) According to the excellent performance, a few majors may be waived of a comprehensive knowledge examination, but no less than 60 points;

(5) The obtained result is accurate, and result between paper calculation and manual calculation might have difference but not affecting the accuracy.

Article 7 Candidates may decide the period for taking knowledge examination or practical ability examination depending on their own condition, and shall complete the registration examination within the limited period set for the registration of the supervision engineers.

Article 8 After finishing the examination, the Candidates can check the examination result on the website and sign the employment agreement after the examination.

Article 9 If the Candidates fail to pass the examination, or any improper behavior occurred during the registration, the registration agency may cancel the employment and reserve the right to take legal responsibility.

The Candidates may re-register in allowed range, or wait and check the condition with which they can reregister after a period of time.

Article 10 This Provision shall come into force on the date of promulgation.
